Information

When a person calls Public Counsel’s Consumer Law Project (CLP) intake line, the following procedures take place:

1. The call is returned within 10 days. All intake calls are returned on a first come, first served basis.
2. Caller is interviewed to determine whether the caller’s issue falls within the Consumer Law Project’s guidelines, and if so, to develop the facts necessary to investigate whether Public Counsel can assist the caller.
3. Public Counsel may require the caller to send additional documents or information before it can complete its investigation. Once the investigation is complete, Public Counsel will notify the caller whether or not we can assist with the case, and if so, we will attempt to place the matter with a pro bono attorney.

Callers should leave a message. CLP does not respond to messages left at other times. Due to high volume, CLP at times must close its intake line. If intake is closed, the greeting message informs callers that CLP is not accepting new matters.

Please have all case-related documents ready prior to calling the intake line.

Who We Are

Public Counsel's Consumer Law Project represents consumers who have fallen prey to a variety of scams, through community clinics, direct representation and advocacy. 
 
The Consumer Law Project (CLP) assists with a wide variety of consumer matters. Persons may be eligible for CLP's services if they have a legal issue related to:
 
- Fraud or unfair business practices in some type of transaction
- Debt collection, including creditor harassment, default judgments, and wrongful wage garnishment or bank levies
- Foreclosure
- Real estate fraud
- For-profit schools
- Financial abuse of an elder or a disabled person
- Identity theft related to the items listed above
- Hospital patient dumping
- Student loan debt discharges

Eligibility Restrictions

Public Counsel’s Consumer Law Project’s services are free. To qualify for the project’s services a person must be a low-income resident of Los Angeles County.

Description of Services

Public Counsel’s Consumer Law Project also covers Debtor Counseling prior to Bankruptcy Reaffirmation Hearings, For-Profit Schools, Veterans' Consumer Issues, Total and Permanent Discharge of Federal Student Loans, and Hospital Patient Dumping.
